Or does he think that O'Reilly does a great job of further Fox News' agenda?
I don't think he believes that O'Reilly's antics, even if he does the best job in the world of furthering Fox News' agenda, are justified. However, the greatest justification in the world is looking at the ratings the next morning and getting millions for the advertising slots during "The O'Reilly Factor"
